USA Cycling Launches 2025–2028 Strategic Plan

NGB will focus on four key pillars on the road to the 2028 Olympic and Paralympic Games

USA Cycling has announced the launch of its 2025–2028 strategic plan designed to guide the future of American cycling as the organization builds toward the 2028 Olympic and Paralympic Summer Games.

“This strategic plan reflects the collective voice of our members, officials, race directors, coaches, staff and national team athletes. Bringing these perspectives together marks a pivotal moment for our sport,” said Brendan Quirk, CEO of USA Cycling. “As we look ahead to LA 2028, our mission is to grow and strengthen bike racing nationwide while creating opportunities for every rider to reach their potential.”

Earlier this year, USA Cycling staff, board members and key stakeholders worked together to define the future direction of the sport. The result was the new four–year strategic plan, finalized and approved by the board of directors in the summer of 2025.

“The work toward LA 2028 is well underway,” added Quirk. “This plan provides a roadmap to build a stronger and more competitive future for American cycling. With the support of our members, partners and the broader cycling community, we are confident in the path ahead.”

Over the next four years, USA Cycling will focus on four strategic priorities:

The first initiative members will experience is the launch of USA Cycling’s redesigned member portal, powered by Sport:80. Included in this launch is an improved national rankings interface; a rider results dashboard with rivals, prey, and head-to-head race comparisons; and an upgraded tracker that automatically charts progress towards category advancements.

Also on deck is the continuation and expansion of Project 4:05, a technology and innovation initiative that transformed race strategy and athlete preparation heading into the Paris 2024 Olympic Games and helped secure the gold medal in Women’s Team Pursuit.
